Climate Forum East project

Armenian Red Cross Society started the implementation of "Climate Forum East" project. Project duration was from January 2013 to December 2014. It was co-financed by the European Union, Austrian Development Agency, the Austrian Red Cross and World Wide Fund for Nature.

Main objectives
To contribute to global policy making processes on Climate Change, to Civil Society development in Eastern Parntership (EaP) countries, to advancing EaP political priorities in the area of environment governance and climate change.
· Role of CSOs in global/regional/national policy dialogue on Climate Change Adaptation strenghtened.
· Multi-stakeholder dialogue on environment policies with special focus on climate change mitigation and adaptation increased.

Programme specific objective

Strengthen the capacity of CSO networks to participate effectively in policy dialogue with local and national authorities, EU institutions and international organisations on Climate Change Adaptation across all 6 EaP countries.

Expected results

1.National CSO Network on Climate Change Adaptation established and mobilized

1.1. Identify and map CSO partners and other relevant networks at country levels regarding their capabilities and mandates
1.2. Conduct one-day kick-off meeting to develop project action plan
1.3. Conduct regional workshop of project staff on how to develop network structures, rules of procedures and mission statements of national CSO networks
1.4. Conduct two-days national workshops to train CSO network in relevant EU and EaP environment and climate change policies
1.5. Develop joint policy priorities referring to national and EU policy dialogues and constitute structures, rules of procedures, mission statements and working groups of CSO network in two one-day meetings


2.Capacity of CSO network to assess national and regional climate vulnerabilities and relevant policy dialog strengthened

2.1. Draft TORs for National Climate Vulnerability Assessments and select local expert to lead assessment process in the country
2.2. Conduct regional workshop on methodologies of climate vulnerability assessments for local experts and members of the working group
2.3. Carry out National Climate Vulnerability Assessment regarding possible impacts for particular region and sector
2.4. Conduct 2 coordination meetings of experts and working group members and prepare national final assessment report and one synthesis report


3.Capacity of CSO network in advocacy and awareness raising on impacts of climate change strengthened

3.1. Conduct regional workshop to train project staff and members of national advocacy working groups in the development of advocacy strategies including EU policy review
3.2. Conduct one-day national workshops to develop climate change advocacy strategies of CSO network
3.3. Train national CSO networks in communication skills ( two-day seminars)
3.4. Meet national decision makers and EU officials for consultations
3.5. Organize round tables for media representatives and decision makers on national level
3.6. Develop communication and visibility of Climate Forum East (web-page, e-newsletter, logo etc.)


4.Capacity amongst CSOs to jointly deliver education for action and citizenship, and to support action among youth and communities enhanced

4.1. Conduct advocacy workshops for youth and community leaders
4.2. Organize seminars for teachers and sustain linkages with schools and educational authorities
4.3. Promote youth and community actions


5.Regional CSO platform mobilized to sustain linkages between Civil Society, local authorities, EU and international organizations

5.1. Establish Climate Forum East in a constitutional meeting to develop mandate, mission and regulations
5.2. Conduct online conferences between network members for experience exchange to review EU climate policy
5.3. Conduct 1-day workshop for regional forum members on relevant EU policies
5.4. Conduct Regional Conference of Climate Forum East to promote regional and international dissemination on CCA
5.5. Train regional CSO forum members on international and global level initiatives, developments and negotiations
5.6. Organize study visit of network coordinators to Brussels to visit relevant EU institutions and officials for policy review
